Considerations on the Ordinance on Musical Entertainment and Sound Emissions

The Dammuso Circle Association would like to express some reflections on the recent municipal ordinance relating to the regulation of musical entertainment activities and sound emissions.

First of all, we believe it is necessary to recognize the commitment of the Administration in pursuing a balance between different but equally relevant needs: on the one hand the economic and tourist vitality of the island, on the other the protection of the peace and quality of life of the residents.

It is essential, in fact, that the activities can operate and that young people, as well as visitors, can experience moments of sociality and leisure. At the same time, it is equally essential to preserve those characteristics of balance, nature and silence that represent a distinctive element of Pantelleria.

In recent years, there has been a progressive evolution in entertainment methods, which has made the offer more widespread and continuous, with a more extensive presence over time of sound emissions and frequentation of spaces, particularly in built-up areas.

In light of this evolution, we believe that the issue of the regulation of hours in built-up areas, particularly on the days between Sunday and Thursday, deserves further reflection. In these contexts, in fact, the close coexistence between activities and residences makes it more delicate to maintain a balance between leisure and rest.

With this in mind, without questioning the general structure of the ordinance, a modulation of the times of noise emissions in urban centers on weekdays could be considered, while maintaining a greater amplitude on Fridays, Saturdays and in periods of greater tourist influx.

This would be a targeted and proportionate intervention, consistent with the evolution of the context and with what has already been adopted in other territories with a tourist vocation, which would make it possible to strengthen the coexistence between the different needs without penalizing economic activities.

Pantelleria has built its identity over time also on the quality of its landscape and its dimension of quiet. Preserving this balance means protecting a value that is at the same time cultural, social and economic.

Quiet is not a limit to development, but one of the elements that make Pantelleria unique and determine its value.

In this spirit, the Association remains available for a constructive discussion with the Administration and with all the operators in the area.
